El pasado 6 de mayo un equipo del Instituto de Política y Estrategias para el Desarrollo Rural del Ministerio de Agricultura de Vietnam (IPSARD, por sus siglas en inglés) que, presidido por su director, Dang Kim Son, ha visitado España para conocer el Sistema español de Seguros Agrarios Combinados, uno de los modelos más avanzados y eficaces del mundo. Los miembros del equipo de IPSARD fueron recibidos por el Director de Cooperación con África y Asia y los Jefes de Departamento con el Mundo Árabe y Asia y de Cooperación Sectorial de la Agencia Española de Cooperación para el Desarrollo (AECID).
La visita se enmarca dentro de en un proyecto financiado en 2012 por la AECID, orientado a fortalecer las capacidades técnicas de los actores involucrados en la aplicación de seguros agrarios en Vietnam, y diseñar un seguro para la producción de café en la región de Dak Lak.
Tras la recepción inicial y reunión técnica celebradas en la sede de AECID, el equipo de IPSARD ha tenido oportunidad de visitar y conocer las sedes de las instituciones españolas participantes en el proyecto: ENESA (Entidad Estatal de Seguros Agrarios) quien lidera la asistencia técnica española, en coordinación con AGROSEGURO, S.A., y el Centro de Estudios e Investigación para la Gestión de Riesgos Agrarios y Medioambientales (CEIGRAM). En la reunión final en ENESA se concretaron los temas pendientes hasta la terminación de la ejecución del proyecto el próximo mes de noviembre.
Estos encuentros han dado a conocer detalles sobre la articulación de un modelo que se fundamenta en el partenariado público-privado, y han resultado de utilidad para establecer un primer intercambio de opiniones de cara a la definición de futuras modalidades de cooperación con Vietnam, país en el que está previsto el cierre de la OTC en el presente año.
