En la sesión inaugural, el ministro de Josep Borrell se refirió a la complejidad de explicar y aplicar las medidas necesarias para lograr los objetivos de la Agenda 2030 en un entorno global cambiante, con enormes desafíos demográficos, energéticos o geopolíticos, en el que además persisten altos índices de desigualdad social y desafección democrática.
Organizado por la Fundación Carolina, con la colaboración de la Fundación ICO, el seminario reúne a expertos internacionales que debaten y analizan propuestas de políticas, enfoques e instrumentos de cooperación y reflexionan en torno a los consensos existentes en los ámbitos multilateral, iberoamericano y euro-latinoamericano. Entre otros objetivos, en este encuentro se pretende reexaminar la realidad del desarrollo de América Latina y Caribe; analizar las implicaciones conceptuales, institucionales y operacionales de la Agenda 2030 para la política de cooperación al desarrollo con América Latina y Caribe; revisar los mecanismos y vías de financiación del desarrollo presentes en la región, y conocer y valorar la experiencia y aportes de la cooperación Sur-Sur, la cooperación triangular y la cooperación horizontal.
Entre los ponentes figuran la secretaria general iberoamericana, Rebeca Grynspan; el secretario de Estado de Cooperación Internacional y para Iberoamérica y el Caribe, Juan Pablo de Laiglesia; el embajador de España ante la OCDE y presidente del Centro de Desarrollo de la OCDE, Manuel Escudero; el secretario adjunto de la CEPAL, Mario Cimoli; el director del Centro de Desarrollo de la OCDE o la directora para América Latina y el Caribe de la Dirección General de Cooperación y Desarrollo de la Comisión Europea, Jolita Butkeviciene.
